(1) Operators have weak safety awareness and work in violation of regulations. When scaffolders were engaged in the erection and dismantling of scaffolding, they did not correctly wear safety helmets and safety belts as required. Many operators think that they are experienced and careless. They think that if they don’t wear a helmet or a seat belt, they will not be involved as long as they are careful. The resulting fall accidents often occur. Also, underestimation of the risks that may be encountered or occurred, and failure to detect problems such as insufficient safety protection at the construction site in time can lead to accidents.
(2) The scaffolding does not meet the requirements of the specification. The industry standard of the Ministry of Construction “Technical Specification for the Safety of Fastener-type Steel Pipe Scaffolding for Construction” (JGJ130-2001) is a mandatory standard, which puts forward many new requirements in the design calculation, erection and removal of scaffolding, and frame structure. However, in some construction sites, irregular scaffolding is still common, which has led to many accidents of worker casualties.
(3) The scaffolding erection and dismantling plan are not comprehensive, and the safety technical explanation is not targeted. Safety technical explanations remain at the level of “safety helmets must be worn when entering the construction site”, lacking pertinence. According to personal experience in the construction of the project, there are inevitably problems such as potential accidents and violations of operating rules and technical specifications, and even cause casualties. Safety inspections were not in place and hidden accidents were not discovered in time. Besides, the project manager, foreman, and full-time safety officer fail to discover problems in time during regular safety inspections and usual inspections or fail to rectify and correct them in time after discovering problems and bear a certain responsibility for the occurrence of the accident
