1. Special construction technical plans should be prepared for scaffolding used in multi-story and high-rise buildings; special structural design and calculation (bearing capacity, strength, stability, etc.) should also be carried out for ground-type steel pipe scaffolding, cantilever scaffolding, door-type scaffolding, hanging scaffolding, attached lifting scaffolding, hanging basket scaffolding, etc. with a height of more than 50m.
2. Operators who erect and dismantle scaffolding must undergo special training and hold certificates before taking up their posts.
3. The materials, fasteners, and shaped components of scaffolding should all meet the quality standards prescribed by the state. They should be inspected and accepted before use, and those that do not meet the requirements are not allowed to be used.
4. The scaffolding structure must be erected by the standards and design requirements prescribed by the state. Set up scissor braces and tie them with the building as required to maintain the allowable verticality of the frame and its overall stability; and tie up protective facilities such as guardrails, vertical nets, and nets as required, and the frame boards should be laid tightly, and probe boards and gap boards are not allowed.
5. The erection of scaffolding should be inspected and accepted in sections to ensure that it meets the quality and safety requirements. During the construction period, regular and irregular inspections (especially after strong winds, rain, and snow) should be organized to strictly establish a scaffolding use management system.
6. After the installation of the attached lifting scaffolding is completed and the initial inspection is qualified, it must be inspected by a special inspection department and issued a use permit before it can be used.
7. The attached lifting scaffolding must have safe and reliable lifting equipment and safety devices such as anti-falling, anti-inclination, and synchronous early warning monitoring. The vertical support main frame and horizontal support frame of its steel structure must be welded or bolted, and fasteners and steel pipes must not be used. When lifting the frame, a unified command should be given, and inspections should be strengthened to prevent hanging, collision, resistance, impact, and tilting and shaking of the frame. If a dangerous situation occurs, the machine should be stopped immediately for investigation.
8. The ground-type steel pipe scaffolding should be erected in double rows, with the cross-section of the vertical pole joint staggered by one step, the root placed on a long pad or support, and the sweeping pole tied according to regulations. The ground supporting the vertical poles should be flat and compacted to prevent the vertical poles from hanging in the air due to the sinking of the foundation.
9. The beams at the bottom of the cantilever scaffolding should be made of steel. The beams should be firmly fixed on the beam surface or floor slab with embedded clamps that meet the strength requirements. According to the height of the erected frame, the inclined steel wire rope should be used as a partial unloading device according to the design requirements.
10. The hanging basket scaffolding should use a fixed frame type hanging basket frame. The hanging basket components should be made of steel or other suitable metal structural materials, and the structure should have sufficient strength and rigidity; the lifting basket should use qualified lifting equipment with controlled lifting brake devices and anti-overturning devices; operators must be trained and certified.
11. The cantilever transfer platform used in construction should be designed and calculated. The platform shall not be attached to the scaffolding to make the frame stressed, and must be set up independently; the hanging inclined steel wire ropes on both sides of the platform should be tied to the building for stress; the platform load should be strictly limited.
12. All lifting equipment and concrete pump pipes must be effectively isolated and anti-vibration measures must be taken from the scaffolding during use to prevent the scaffolding from being vibrated and impacted and becoming unstable.
13. Safety measures should be formulated and explained when dismantling the scaffolding. The wall connecting rods must not be dismantled first. The scaffolding should be dismantled layer by layer from top to bottom in order. A warning area should be set up at the site where the scaffolding is dismantled.
